The manufacturing process included aluminum and fiberglass casting, painting,
varnishing, woodworking and metalworking activities occurring in different areas
throughout the site.
Materials used in the construction and outfitting process represented various hazards. There were numerous oxy/acetylene rigs, perchloric acid, varnish, solvents, fiberglass sheeting and resin stored in various locations throughout the complex in addition
to supplies maintained in Buildings A and B. Also stored in Building A were 6-7 foot
tall stacks of teak, cypress and marine plywood as well as a large stock of canvas.
A small berm had been constructed around a few old marine cargo containers,
which were used as storage lockers for flammable liquids. These cargo containers were
located inside Building A.
There was no established procedure for cleaning of work areas. Materials and
supplies were routinely left out in the work area. The facility had previously been cited
by the fire department on several occasions for such poor housekeeping practices.
