The NYCTA conducts four functional exercises each year, each involving the three major
emergency agencies. The previous quarterly drill was conducted on March 28, 1995, and NYC-EMS had conducted a Mass Casualty Incident drill only six days earlier, on May 31, 1995. The
NYC-EMS exercise simulated simultaneous NYC-EMS response to an overturned school bus
(with 15 patients) and a multiple-alarm fire (with 15 patients). All of the responders indicated
that regular drills had provided a stable framework for executing large-scale responses and
offered a valuable opportunity to get to know and work with their counterparts in the other
agencies. There was consensus that these prior training events played a major role in the smooth
execution of the Williamsburg Bridge rescue.
